A serious tender is a hundred-page document with the requirements scattered through it, several of them mandatory, one or two of them buried in an annexe that a tired reader skims past at six in the evening. Miss one and the submission is dead regardless of how good the rest of it was.

So a bid team spends days reading, then more days hunting through old proposals for evidence that they have done this sort of work before, then a week or two assembling a document in Word. And the decision about whether the bid was worth chasing at all was made at the start, on instinct, before any of that work was done.

You overrule anything the model got wrong. Those corrections are kept and applied to future bids, which is what stops the tool being a black box you have to re-argue with every month.

What counts as an AI call

One requirement extracted, one compliance match, one win-probability scoring, or one drafted section. A large tender consumes a lot of them and a small one very few, which is why the plans are metered rather than sold per seat. Hit the limit and you can add a top-up pack without changing plan.
